> The exchange scheduled phased withdrawals for Nov. 1 as U.S. spot Bitcoin ETFs saw $643.2 million in net outflows during the Oct. 30 session.

Binance said it had covered about 95% of the amount affected by an Oct. 29 security incident and set a phased withdrawal window for Nov. 1, giving users a timetable for restored access.

The latest figure is up from the about 80% coverage Binance cited on Oct. 30. The exchange also said balances in Bitcoin (BTC), Ether (ETH), Tether (USDT), BNB, Solana (SOL), USDC, XRP, USD1, RLUSD and ZEC were fully backed.

The first withdrawal phase was scheduled for 1–4 a.m. ET (06:00–09:00 UTC) on Nov. 1, spanning the U.S. switch from daylight saving time to standard time. Binance plans to restore withdrawals in stages across affected networks and assets, subject to security and stability checks. Its notice did not confirm that withdrawals had resumed.

Binance said its hot wallets were compromised at 4:05 p.m. ET on Oct. 29 and estimated losses at $6.3 billion in token assets. The exchange said company funds would absorb the financial impact rather than users.

Separately, U.S. spot Bitcoin ETFs recorded $643.2 million in net outflows during the Oct. 30 trading session.
