> The proposed service would let regulated firms set transaction and validator requirements before transactions enter blocks on public Ethereum.

ETHGas is developing a service that would let regulated firms reserve Ethereum block capacity, and founder Kevin Lepsoe says compensation for missed commitments is currently zero.

The proposed Institutional Blockspace service would allow banks, regulated trading desks, asset managers, custodians and infrastructure providers to reserve block capacity in advance. Firms could set sanctions-screening checks, transaction-ordering rules and requirements for validators before transactions enter a block. Settlement would remain on public Ethereum, adding controls around transaction inclusion without moving transactions to a separate network.

ETHGas' product description includes using known or onshore validators. Ethereum's protocol selects one validator to propose a block in each 12-second slot. Availability could depend on whether the selected proposer meets a customer's requirements.

Lepsoe put the current compensation amount for a missed commitment at zero. He said the company had not faced major issues and that market mechanisms exist to determine the appropriate amount. “Currently, the compensation amount is set to 0, and we haven’t had any major issues, but the mechanisms exist for the market to determine the right price,” Lepsoe said. ETHGas' product documentation does not specify a financial remedy for a missed commitment.

Lepsoe also estimated that validators he considers qualified represent about 5% of Ethereum's network. He did not define what the percentage measures, so it is not a specified share of proposer-selection weight. He said ETHGas is targeting 20% to 30% or more by the end of 2026.

A separate supply arrangement offers context for ETHGas' validator-side efforts. On April 15, ETHGas announced a three-year arrangement for ether.fi to allocate roughly 40% of the Ether (ETH) it held at the time, then valued at $3 billion, to its High Performance Staking Service. Ether.fi also agreed to use ETHGas' preconfirmation platform exclusively during that term, subject to ongoing performance thresholds.

That commitment measures ether.fi's holdings, not the fraction of Ethereum proposer-selection weight that meets a customer's rules. Earlier coverage of [ETHGas' wait-time modeling and the ether.fi commitment](<https://www.tokenpost.com/news/technology/42503>) addressed those supply questions.
