> The proposal still needs more than 50% support to pass. A wallet must hold at least 10 ZETA at the snapshot to use the planned claims portal.

ZetaChain’s vote on ending its layer-1 network and moving the ZetaChain token (ZETA) to Solana has cleared quorum, with voting still open ahead of the Nov. 7 deadline.

At 4:48 p.m. ET Nov. 5, the tally showed 256.1 million ZETA in favor and about 420 ZETA against. With 379.9 million ZETA bonded, participation stood at about 67.4%, above the proposal’s 40% quorum requirement. Clearing quorum does not mean the measure has passed.

Proposal 70 requires more than 50% support to pass. Holders can continue voting against it before the voting period closes.

The proposal identifies block 20,755,000 as ZetaChain’s final block and targets a network halt around Dec. 9. It says the chain will stop processing transactions at the halt and will not restart.

The planned [claims portal](<https://www.tokenpost.com/news/technology/49763>) will open through ZetaHub on Dec. 9 after security firm Hacken publishes its review. Eligible ZETA balances would convert one-for-one into a Solana token with the same ticker, without using an outside bridge. Claiming is free and does not require SOL: holders connect the address that held ZETA and sign a message naming the Solana wallet where they want the tokens sent.

A wallet must hold at least 10 ZETA when the snapshot is taken to qualify. Wrapped ZETA and ZETA in liquid-staking pools cannot be claimed through the portal, so holders must unwrap or exit those positions before the snapshot.

Delegated ZETA, tokens in the 21-day unbonding period and unclaimed staking rewards count toward snapshot balances. Holders with those positions do not need to unstake for them to count, although staking rewards will stop at the halt block.

The vote follows a Sept. 20 in-principle approval of the migration, when 99.44% of votes on Proposal 68 supported the move. ZetaChain’s cross-chain service has already stopped accepting inbound transfers and shut off withdrawals. ZetaChain says exchange-held balances will convert without customer action, with each exchange setting its own timing. Voting closes Nov. 7 at 11:12 a.m. ET.
