U.S. crypto legislation hit a snag Wednesday after the House of Representatives failed to advance key bills during a crucial procedural vote. Although an earlier motion narrowly passed 217-215, the second vote remained open for over 100 minutes and faced resistance from Republican lawmakers. At 3:55 p.m. ET, the vote stood at 210-218, threatening progress on the Clarity Act, GENIUS Act, and Anti-CBDC Surveillance Act.

Tensions flared over the stablecoin bill, with members of the House Freedom Caucus opposing the Senate’s GENIUS Act, arguing they were excluded from the drafting process. Despite President Trump’s claims of persuading 11 holdouts to support the motion, Republican dissent persisted.

To ease tensions, a potential compromise emerged: merging the Anti-CBDC bill with the Clarity Act. However, this move could alienate some Democratic support, making bipartisan passage uncertain. Sources say House leadership’s failure to consult the Republican conference before branding the week as “Crypto Week” contributed to the internal pushback.

Originally, the House aimed to vote on the market structure bill by Wednesday and the stablecoin bill Thursday morning. If passed, the market structure legislation must head to the Senate, while the GENIUS Act would go directly to Trump’s desk.

As lawmakers continue to clash over crypto regulation frameworks, the path forward remains unclear. The outcome of this legislative standoff could significantly shape U.S. crypto policy, especially in stablecoin regulation and market oversight.

With bipartisan stakes high and procedural roadblocks mounting, the future of comprehensive digital asset regulation now hinges on political consensus within a divided Congress. Crypto investors and industry stakeholders await clarity on whether these landmark bills will advance or stall indefinitely.
