The stalled Senate vote on the CLARITY Act has shifted crypto-market attention toward Securities and Exchange Commission rulemaking, while Bitcoin (BTC) continued its rebound after the legislative setback.

The failed procedural vote may limit the Commodity Futures Trading Commission’s ability to obtain broader crypto-market authority. The SEC can still advance parts of its rulemaking agenda under existing authority.

The next focus is the pace of rules covering trading, tokenized assets and market access. The developments add to an existing U.S. regulatory push involving both agencies, including broader tokenized U.S. markets.

Macroeconomic conditions remain another variable for BTC. The current rate-hiking cycle may be close to a one-and-done outcome, but continued artificial intelligence investment, along with continued employment and wage pressures, could increase the risk of further rate increases.

Bitcoin’s move above its medium-term moving average has been viewed as a sign of recovering risk appetite. Its relationship with the Nasdaq also remains a market indicator to monitor as investors weigh regulatory progress against interest-rate risks.
