Blockchain investigator ZachXBT questioned whether payments platform UPay had allowed Xinbi to launch a Visa crypto card under a white-label arrangement, and asked UPay CEO Owen Yang to explain the companies’ relationship.

The allegation does not establish that Xinbi launched or issued a card.

The U.S. Treasury’s Office of Foreign Assets Control (OFAC) sanctioned Xinbi Guarantee on Sept. 9. OFAC said the platform was used for online scams, fraud and money laundering.

UPay’s public materials describe crypto payment cards, as well as white-label and API card issuance services. The materials do not establish whether Xinbi used UPay’s services.
