Tether Signs Kazakhstan MoU for Tenge Stablecoin and Asset Tokenization
The project would also evaluate Tether’s Hadron platform for a tokenization pilot in Alatau City, with workshops planned for regulators and government agencies.

Tether signed a memorandum of understanding with Kazakhstan’s central bank and the Alatau City Authority to explore a tenge-pegged stablecoin and tokenized real-world assets, extending the company’s digital-finance work into sovereign infrastructure.
The Oct. 7 agreement calls for the parties to study international stablecoin issuance models, define potential use cases and prepare a concept and pilot proposal linked to Kazakhstan’s national currency, the tenge. The project does not represent a launched stablecoin.
The memorandum also covers a possible asset-tokenization framework for Kazakhstan. The parties will evaluate Hadron by Tether, the company’s platform for issuing and managing tokenized assets, identify priority asset categories and design a pilot for Alatau City, which operates under a special legal regime.
Tether, the National Bank of Kazakhstan and the Alatau City Authority plan to hold workshops and training sessions on distributed-ledger technology, tokenization, stablecoin markets and reserve management.
Tether CEO Paolo Ardoino said digital-asset use cases are developing into sovereign-level financial infrastructure. National Bank Deputy Governor Binur Zhalenov said financial stability, transaction transparency and investor protection will remain priorities during the pilots.
