President Donald Trump tied a proposed $100 million federal investment in biomanufacturing company Antheia to Republican victories in the November midterms, saying at an Oct. 17 campaign rally that the Department of War would use the money to revitalize a drug manufacturing facility in Winchester, Kentucky.

At an Oct. 17 campaign rally in Highland Heights, Kentucky, Trump said the Department of War would invest $100 million in Antheia if Republicans won the midterms. He described the money as support for revitalizing a drug manufacturing facility in Winchester, Kentucky. His statement tied the $100 million figure to an election outcome.

The Department of War’s Office of Strategic Capital (OSC) announced the conditional loan commitment on Oct. 17. The financing would support domestic manufacturing of generic-drug inputs, from starting materials to active ingredients. The announcement does not identify a manufacturing site.

Antheia uses bioengineered yeast to produce pharmaceutical ingredients and currently relies on contract manufacturers abroad because domestic capacity is inadequate. Its U.S. manufacturing plans would receive support from the loan, alongside additional private capital. The amount of that private capital was not specified.

In an Oct. 18 announcement, Antheia described the commitment as a direct, long-term loan capped at $80 million. The company said financial close depends on meeting financial, legal, technical, investment, due diligence and other requirements. Its announcement described a conditional commitment and did not say the loan had closed.

The announced loan terms identify no Winchester site or election condition. They also do not clarify how the $80 million loan relates to Trump’s $100 million pledge. The public descriptions do not say whether the figures refer to the same financing or how they otherwise relate.

The 2026 federal general election is scheduled for Nov. 3.
