Anthropic Says Rule-Breaking Customers Made Up 5% to 7% of Nine-Month Revenue
The company increased detection and enforcement in August and September and expects the share to decline, potentially weighing on future revenue and growth.

Anthropic estimated that customers whose use violated its rules accounted for 5% to 7% of revenue in the nine months through Sept. 30, 2026, putting a measurable portion of sales at risk as the company tightens enforcement.
The estimate in Anthropic’s S-1 filing covers revenue recognized as services were delivered, before the company restricted or closed the accounts. Anthropic said it strengthened detection and enforcement efforts in August and September.
The company expects the share of revenue linked to violating use to decline. It cautioned that a lower contribution from those customers may reduce revenue and growth in future periods. Anthropic described the percentage as an estimate that could change as it finds activity it had not previously detected.
The filing also identifies model distillation as a competitive risk. Distillation involves training another AI system using a model’s outputs. Anthropic said the practice could weaken its technological advantage and raise national security concerns. The filing does not name the customers tied to the revenue.
