Solidigm is seeking U.S. approval to ship new equipment to its factory in Dalian, China, before deciding whether to proceed with a proposed $45 billion NAND flash plant in the United States. The plan ties the China upgrade to the American project through expected revenue and technology use.

Solidigm, SK hynix’s U.S. subsidiary, has told U.S. officials that additional revenue from the Dalian upgrade would help fund construction in the United States. It also said technology developed through the upgrade could be used at the U.S. plant.

Total investment in the American project could eventually approach $100 billion. New York state is among the locations under consideration, and construction could begin as early as 2027. No final investment decision has been made.

Solidigm’s proposal adds detail to its earlier position that reports of a possible plant near Utica were “speculation”. SK hynix canceled last week its planned IPO for Solidigm, which had been considering a possible public offering.
