HF Sinclair is targeting a first-quarter 2027 investment decision on Westline Connect's first phase, which would add about 35,000 barrels per day of product transport capacity from the Rockies into Utah and Nevada. President and Chief Operating Officer Steven C. Ledbetter disclosed the target Oct. 28.

The added capacity would move product from the company's Rockies production into Utah and Nevada. It is product transport capacity, not refinery-processing capacity. HF Sinclair is targeting 2029 for the phase to come online.

Ledbetter said HF Sinclair expects to fund the project with cash on hand and operating cash flows. The company has given Westline Connect as the new name for its previously announced multistage western expansion.

The company expects the first phase to enter service during 2029.
