Abu Dhabi Entities Sign Four OpenAI Agreements Across Key Sectors
The agreements cover government information, UAE-based infrastructure, energy operations and investment applications.

Abu Dhabi entities signed four agreements with OpenAI on Monday covering government, energy and investment, as Abu Dhabi pursues its goal of becoming the world’s first fully AI-native government.
Crown Prince Sheikh Khaled bin Mohamed bin Zayed and OpenAI CEO Sam Altman attended the signing. One agreement would organize government information so AI systems can process it, with intended uses in regulatory compliance and investment analysis. A pilot is underway at the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA).
Another agreement covers bringing OpenAI’s frontier models to infrastructure based in the UAE. The Abu Dhabi National Oil Company (ADNOC) plans to deploy OpenAI technology through Inception42, a G42 company. The work includes adapting GPT models for inference frameworks based in the UAE.
Mubadala, Inception42 and OpenAI are also developing AI applications for investment analysis and risk assessment.
