Two people familiar with the planned arrangement said Oracle canceled a five-year AI chip lease with Tencent, valued at an estimated $7 billion, after U.S. officials raised concerns.

The proposed deal covered up to 100,000 advanced AI chips, with Tencent accessing them through Oracle’s Southeast Asian data centers.

One of the people said senior officials from Guangdong visited Tencent and urged it to support domestic Chinese chipmakers. The chips were unavailable for use in China under restrictions from Washington and Beijing.
