TD Cowen upgraded Booz Allen Hamilton Holding Corporation (BAH) to Buy from Hold on Oct. 26, setting a $95 price target, up from $77. The $18 increase accompanied the firm’s view that government contract bookings were improving and federal civilian revenue was stabilizing.

Booz Allen, a defense technology contractor, recorded $2.778 billion in fiscal 2027 second-quarter revenue, 3.9% lower than a year earlier. The quarter ended Sept. 30. Slower starts on civil customer programs pressured sales, although the Civil business performed in line with expectations.

Truist Securities made a separate Buy upgrade on Oct. 8, moving Booz Allen from Hold and pointing to the possibility that federal civilian spending was nearing its low point.
