Bell, Stellar's Protocol 30 upgrade, passed a testnet vote Tuesday, Nov. 3. Validators are scheduled to vote on the mainnet upgrade Nov. 23, though the date could shift. Bell goes live only if validators approve it.
Bell is designed to let smart contracts distinguish payments for different customers and check post-quantum signatures. It would also change ledger timing to milliseconds, which by itself would not speed up blocks. Wallet providers, exchanges and node operators need to update their software for the upgrade.
