Animoca President Evan Auyang Helps Build Hong Kong Dollar Stablecoin

HKDAP is being developed by Anchorpoint Financial, whose partners include Standard Chartered, HKT and Animoca Brands. Beta access is live, with full launch targeted as early as end-2026.

Animoca Brands Group President Evan Auyang is helping develop HKDAP, a Hong Kong dollar-backed stablecoin, as Hong Kong builds licensed infrastructure for digital payments and capital flows.

HKDAP is being developed by Anchorpoint Financial, a joint venture formed by Standard Chartered Bank (Hong Kong), HKT and Animoca Brands in February 2025. Anchorpoint received a stablecoin issuer license from the Hong Kong Monetary Authority on April 10, 2026, making it one of Hong Kong’s two initial stablecoin issuer licensees.

The name HKDAP stands for “HKD At Par.” Anchorpoint is developing the stablecoin for digital-economy payments, international payments and capital flows. The project is intended to supplement existing financial infrastructure rather than operate as an unregulated alternative to banks.

Beta access for HKDAP is live. A full launch is targeted as early as end-2026, subject to readiness across issuance, distribution and custody infrastructure.

Standard Chartered became the first bank authorized to distribute HKDAP. Anchorpoint plans to use a business-to-business-to-consumer distribution model through authorized distributors.

Auyang has compared blockchain infrastructure with public transit, drawing on his experience at Kowloon Motor Bus. “A bus lowers the cost for every single person going to the right destination,” Auyang said.

Before joining Animoca Brands, Auyang worked in derivatives structuring and marketing at Citigroup, management consulting at McKinsey & Company, expert-network leadership at GLG and senior management at Kowloon Motor Bus.

The partners announced in August 2025 that they were pursuing a stablecoin issuer license. “Stablecoins represent one of the most compelling use cases within Web3,” Auyang said at the time.
