The advisory committee will study international settlements and ways to strengthen Russia’s settlement infrastructure. Finance and energy ministers attended its first meeting.

Russia’s First Deputy Prime Minister Denis Manturov chaired A7’s first supervisory committee meeting Thursday, Oct. 15. The advisory group will examine international settlements and ways to strengthen the resilience of Russia’s settlement infrastructure.
Finance Minister Anton Siluanov and Energy Minister Sergei Tsivilev attended, as did PSB Chairman Pyotr Fradkov and A7 General Manager Ilan Shor.
The committee brings together government and business representatives. A7, founded in fall 2024, is associated with the ruble stablecoin A7A5. Russia’s state-owned bank PSB owns 49% of A7, while Shor owns 51%.
The U.S. Treasury announced sanctions against A7 on Oct. 1. The agency said the system built a global network of affiliated companies to make payments tied to sanctioned sectors and people appear to be ordinary commercial activity.
