President Donald Trump named Deputy Chief of Staff Stephen Miller as White House chief of staff beginning Monday, placing a longtime policy adviser atop the West Wing before Democrats take control of Congress.

Before the appointment, Miller served as deputy chief of staff for policy. He will be the 33rd person to hold the chief of staff post. Trump said Susie Wiles will move to the Trump Political Operation, and Miller is due to begin Monday, Nov. 9.

Trump announced the appointment Nov. 6, three days after Democrats won control of the House and Senate in the Nov. 3 midterm elections. Trump said the decision was “not because of the election,” adding, “It’s just time.”

Miller has been a key architect of the administration’s immigration policies. The appointment also puts a senior adviser on that issue in charge of White House operations as the new Congress prepares to take office.
