President Donald Trump’s crypto working group has released a comprehensive 163-page report outlining U.S. digital asset policy recommendations, offering a significant boost to decentralized finance (DeFi) protocols. According to Bo Hines, the group’s executive director, DeFi platforms can “definitely meet the rules of the road,” underscoring the administration’s commitment to fostering blockchain innovation within the U.S.

Speaking to CoinDesk TV, Hines and Treasury official Tyler Williams emphasized that the report aims to provide developers with clear regulatory guidance. They highlighted the Treasury’s decision to lift Tornado Cash sanctions as proof of support for immutable smart contracts and open-source development.

The report complements recent legislative progress, including the Digital Asset Market Clarity Act passed by the House, which aligns crypto compliance with the Bank Secrecy Act. Williams noted the new report adds actionable details to ongoing policy initiatives familiar to industry stakeholders.

One key omission was the Bitcoin Strategic Reserve, a Trump-backed initiative to establish a national stockpile of Bitcoin. Hines assured updates are forthcoming, noting Treasury is finalizing necessary infrastructure.

The White House launch event drew about 40 industry representatives alongside top officials, including Treasury Secretary Scott Bessent, SEC Chairman Paul Atkins, and Attorney General Pam Bondi. Cody Carbone, CEO of the Digital Chamber, praised the administration’s collaboration with crypto leaders, calling the report one of the most significant policy efforts in the sector’s history.

By signaling regulatory clarity and encouraging domestic development, Trump’s aggressive crypto agenda positions the U.S. to remain competitive in global digital asset innovation, with DeFi protocols set to benefit from a more defined framework.
