U.S. Securities and Exchange Commission (SEC) Chairman Paul Atkins has pledged a shift in regulatory strategy, promising businesses more transparency and notice before facing enforcement actions. In an interview with the Financial Times, Atkins criticized the agency’s past approach, which he said often lacked precedent and due process. “It would shoot first and ask questions later,” Atkins noted, emphasizing his commitment to restoring predictability and fairness in the SEC’s practices.

Atkins’ new stance comes as the SEC outlines its rule-making agenda, which includes potential reforms to cryptocurrency regulation. The move aligns with President Donald Trump’s vow to become a “crypto president” and encourage wider adoption of digital assets. Highlighting crypto’s growing importance, Atkins stated that most tokens should not be classified as securities. Instead, he aims to create a framework that enables trading of tokenized shares and bonds—digital assets with the same legal rights as traditional securities but available around the clock through blockchain technology. This vision represents a significant departure from former President Joe Biden’s stricter policies, which focused on curbing fraud and money laundering in the crypto sector.

By rebalancing regulation and enforcement, Atkins seeks to build market confidence while promoting innovation. His focus on blockchain, tokenized assets, and reducing regulatory burdens signals a friendlier environment for businesses and investors in digital finance. With the SEC preparing new proposals, the direction under Atkins could mark a turning point for the U.S. in shaping global standards for cryptocurrency and capital markets.
