CLARITY Act Gains Police Support as Crypto Industry Rallies Behind Senate Bill.

The CLARITY Act has gained a major endorsement after the National Fraternal Order of Police (FOP), one of the largest U.S. law enforcement organizations, announced its support for the latest version of the crypto market structure bill. The endorsement marks a significant shift after the group previously opposed the legislation due to concerns over decentralized finance (DeFi) provisions.

Senator Cynthia Lummis shared the FOP's letter on X, revealing that the organization reviewed the updated draft and concluded that the Blockchain Regulatory Certainty Act (BRCA) provision no longer weakens law enforcement's ability to investigate and prosecute cryptocurrency-related crimes.

The BRCA provision has been one of the most debated sections of the CLARITY Act because it protects DeFi developers from being held liable for how users interact with decentralized protocols. Critics argued the measure could make it more difficult to combat illicit financial activity involving digital assets.

Although the latest Senate draft retains the BRCA language, lawmakers added provisions designed to strengthen the authority of law enforcement agencies to pursue crypto-related offenses. The FOP has become the first major law enforcement organization to publicly back the revised legislation.

Support for the CLARITY Act has also expanded across the cryptocurrency industry. Coinbase CEO Brian Armstrong and Ripple CEO Brad Garlinghouse have urged the Senate to move the bill forward, arguing that clear digital asset regulations are essential for innovation and market growth. Goldman Sachs CEO David Solomon has also voiced support despite concerns from the banking industry that the bill's stablecoin rewards provision could encourage deposit outflows.

Meanwhile, leading crypto advocacy groups—including the Blockchain Association, the Crypto Council for Innovation, and the Digital Chamber—have jointly called on Senate leaders to bring the CLARITY Act to the floor. The organizations said the legislation would establish clear rules for digital assets, strengthen consumer protections, improve market integrity, and reinforce U.S. leadership in blockchain innovation.

Despite growing support, the bill still faces political hurdles. Senate Majority Leader John Thune recently acknowledged that Republicans have not yet secured enough bipartisan votes to pass the legislation before the August recess. Reflecting that uncertainty, Polymarket data currently shows only a 35% chance that President Donald Trump will sign the CLARITY Act into law this year.
