Pakistan’s crypto regulation enters a critical enforcement phase as virtual asset service providers (VASPs) face a September 5, 2026 deadline to file a No-Objection Certificate (NOC) with the Pakistan Virtual Assets Regulatory Authority (PVARA).

Under the Virtual Assets Act 2026, which took effect on March 5, existing crypto businesses were classified as transitional operators and given six months to regularize their activities. Firms that fail to submit an NOC by the deadline must stop providing covered virtual asset services in Pakistan. Operating without authorization can also constitute a criminal offense under Section 70.

The requirement affects crypto exchanges, custodians, broker-dealers, lending platforms, derivatives providers, token issuers and transfer or settlement services.

An NOC does not constitute a full VASP licence. Instead, it allows existing providers to continue operating while progressing through PVARA’s regulatory process. Firms must subsequently register with the Financial Monitoring Unit, establish a local Pakistani entity and apply for a full VASP licence.

NOC holders are also subject to anti-money laundering, know-your-customer and cybersecurity requirements. Customer assets cannot be lent or pledged without written consent.

The deadline is significant given Pakistan’s large crypto market. PVARA Chairman Bilal Bin Saqib estimates the country has around 40 million crypto-linked accounts and a virtual asset market worth approximately $250 billion. He has also said Pakistani investors hold between $10 billion and $20 billion in the sector.

Pakistan is simultaneously integrating regulated crypto businesses into its traditional banking system. The State Bank of Pakistan has enabled PVARA-authorized firms to establish segregated Client Money Accounts with regulated banks, potentially strengthening fiat on-ramps and off-ramps.

Binance and HTX are among the firms publicly confirmed to have received early NOCs, issued in December 2025. Saqib recently told lawmakers that both companies had until September 5 to complete their registration requirements.

For Pakistani crypto users, platforms that fail to comply could face service disruptions as authorities begin enforcement against unregistered operators. The deadline could also accelerate market consolidation as compliant global exchanges gain an advantage over smaller providers.

Attention will now turn to PVARA’s first full VASP licences, a potential public NOC registry and the expansion of regulated banking services for Pakistan’s crypto industry.
