OpenAI, Anthropic CEOs Set to Brief U.N. Security Council on AI Risks

OpenAI CEO Sam Altman and Anthropic CEO Dario Amodei are scheduled to brief the 15-member United Nations Security Council on Sept. 23 in New York as governments examine artificial intelligence risks tied to international security.
France is convening the session, which is expected to include Hugging Face co-founder Clément Delangue and Yoshua Bengio, co-chair of the U.N. Independent International Scientific Panel on AI.
Altman is expected to discuss benchmarks for measuring AI capabilities and evaluating safeguards used by developers. The session was scheduled to examine AI’s potential effects on military systems, decision-making, cybersecurity and global stability, including concerns that increasingly capable systems could evade human control.
DeepSeek and Moonshot were invited to make statements. DeepSeek was expected to participate, while founder Liang Wenfeng was not expected to attend.
U.N. Secretary-General António Guterres has said AI systems must “remain under human direction, insight and control.” The appearance by executives from major AI developers places technology companies in a diplomatic forum focused on international peace and security.
The Security Council formally discussed artificial intelligence for the first time in 2023. It held another open debate on artificial intelligence and international peace and security on Sept. 24, 2025.
