Trump Says U.S. Could Take Stakes in OpenAI and Anthropic

He pointed to the government’s Intel investment as a precedent but announced no negotiations, terms or funding for an AI-company stake.

Donald Trump said the U.S. government might take ownership stakes in OpenAI and Anthropic, pointing to its Intel investment as a precedent, but he announced no talks or deal with either AI company.

Asked about the possibility in a Sept. 28 interview, Trump said, “I might. Maybe I could do that.” He gave no terms or funding details for a potential investment.

The Intel agreement, announced in August 2025, committed $8.9 billion for 433.3 million shares, equal to a 9.9% stake. The holding is passive, with no board seat or other governance or information rights. Intel also disclosed a five-year warrant that could give the government an additional 5% under specified conditions.

Trump said the Intel investment had made the government “like $60 or $70 billion.” He provided no calculation or valuation date for that estimate.

A stake could give taxpayers a financial interest in an AI company’s growth while placing the government in the roles of shareholder, policymaker and regulator. Trump did not say whether a potential investment in either company would follow Intel’s terms.
