Hong Kong plans to submit a bill by the end of 2026 to create licensing regimes for four types of virtual asset services, broadening the activities covered by the city’s crypto rules.

The proposed licenses would apply to virtual asset dealing, custody, advice and management services. The bill is expected to be submitted within the year.
