U.S. Treasury Fines Amidi $200,000 Over Chinese AI Investment

The penalty followed an unreported $92,478 investment in Shanghai robotics company Noematrix and marks the first civil penalty under the outbound investment program.

The U.S. Treasury fined Amidi, LLC $200,000 for failing to notify the government about a $92,478 investment in a Chinese robotics artificial-intelligence company, marking the first civil penalty under the outbound investment rules.

An Amidi subsidiary described as a Chinese fund invested approximately $92,478 in Shanghai Qiongche Intelligent Technology Company Limited, known as Noematrix, on April 19, 2025. Treasury determined that Amidi did not submit the notification required for the transaction.

The penalty was issued in July and announced Oct. 7. Noematrix is a private Chinese company focused on artificial intelligence, robotics and embodied intelligence. Amidi is the parent entity of the organization operating as Plug and Play Tech Center.

The Outbound Investment Security Program took effect Jan. 2, 2025. It requires notifications for certain transactions involving China, Hong Kong and Macau and prohibits some investments tied to sensitive artificial-intelligence, semiconductor and quantum-computing activities.

Treasury said the program will expand to additional countries and technology sectors under legislation passed Dec. 18, 2025.
