UK Sanctions Xeltox, Lists Cryptomus and Heleket as One Entity

The UK sanctioned Xeltox Enterprises Ltd. on Oct. 8 and listed Cryptomus and Heleket as alternate names for the same entity, targeting crypto payment channels suspected of helping Russia evade sanctions.
The designation was part of a package containing 38 Russia-related sanctions. The UK said the action included three crypto exchanges and two payment platforms, with two targets linked to transactions involving the A7 network.
A7 claimed to have moved more than $90 billion in 2025. The listing also names Certa Payments Ltd. as a variation of Xeltox and separately targets TokenSpot CJSC, a Kyrgyzstan-based crypto exchange.
Cryptomus operates as a crypto payment processor and exchange, while Heleket is a parallel payment service. TRM Labs assessed that the two services were operationally linked through shared infrastructure, branding, personnel, fee structures and liquidity sources. Heleket launched in January 2025, and Cryptomus introduced mandatory know-your-customer checks the following month.
The package targets financial channels supporting Russia’s war effort, and entities helping Russia fund or equip the war face consequences.
