Under Hong Kong’s 《支付系统及储值支付工具条例》, issuing or operating a stored value payment instrument without a license is illegal unless a statutory exemption applies.
The Hong Kong Monetary Authority may directly intervene when it identifies suspected unlicensed operations or violations of the ordinance. Depending on the case, the authority may coordinate with other regulators and, when necessary, refer matters to law enforcement.
