U.S. Treasury Authorizes Russian Diesel Transactions Through April 2027

The U.S. Treasury Department has temporarily authorized transactions involving Russian diesel through April 7, 2027, as Russian President Vladimir Putin conveyed Iran’s position on ending the conflict during a call with President Donald Trump.

The Treasury’s Office of Foreign Assets Control issued General License 135, allowing the sale, transport, unloading and import of Russian-produced diesel, including imports into the United States. The authorization runs through April 7, 2027.

The license does not permit financial institutions in the United States to debit accounts belonging to Russia’s central bank, National Wealth Fund or Finance Ministry.

Kremlin spokesman Peskov said Putin coordinated with Iranian President Masoud Pezeshkian before relaying Iran’s views to Trump on Oct. 9. The call also covered Russian fuel supplies to U.S. and global markets, with Putin aide Yuri Ushakov describing the discussions as part of a broader economic plan.

The authorization follows Trump’s statement that Russia would supply more than 4 million tons of diesel in stages, beginning with more than 300,000 tons immediately and continuing with additional shipments in November and afterward.
