EU Reviews MiCA Rules That Could Require Bitcoin Wallet Certification

The European Union is reviewing its Markets in Crypto-Assets Regulation with a consultation on whether developers of noncustodial Bitcoin wallets should obtain certification before making software available publicly, a question that could affect self-custody tools across the bloc.

The review covers open-source development, self-custody, automated smart contracts and permissionless infrastructure. It also examines services that connect customers with decentralized protocols.

The consultation does not change the current MiCA rules. The review follows the European Union’s broader MiCA policy review, which is assessing how the bloc’s digital-asset framework applies to emerging forms of crypto activity.

The European Commission will evaluate the feedback and submit its review report before June 30, 2027, under Article 140 of MiCA.
