Maryland appointed Nilmini Rubin, Hedera’s chief policy officer, to its Digital Asset and Blockchain Technology Task Force as the state assesses the economic and regulatory implications of blockchain technology and cryptocurrencies.

Gov. Wes Moore announced Rubin’s appointment on Oct. 12, 2026.

The task force is charged with evaluating how blockchain technology and digital assets affect Maryland’s economy and regulatory framework. Its work is intended to help the state develop policies that support innovation while maintaining consumer protection.

Rubin’s appointment adds a senior blockchain-policy executive from Hedera to the state panel. The task force will examine the potential benefits of blockchain technology along with regulatory measures for its use.

The group’s work aims to shape Maryland’s approach to digital assets and distributed-ledger technology.
