President Donald Trump renewed a conditional $5,000 payment pledge in a video released this week, tying the proposal to Republicans winning both chambers in the Nov. 3 midterm elections.

In the video, Trump said, “I’m going to give all adult citizens in the United States of America $5,000.” At an Oct. 10 rally in Clarksville, Tennessee, he said tariff revenue would fund the payments and pointed to new factories and investments as sources of revenue and economic growth.

A prior estimate of the proposal’s total cost put it at about $1.35 trillion if paid to 269.8 million U.S. adults. That population estimate does not show how many are citizens, so it does not establish the final cost.

The payment proposal still has no identified legislation, funding authorization or process for distribution. Eligibility, funding, timing and payment procedures have not been finalized.
