SK Hynix Says Dalian Equipment Work Has U.S. Authorization
The company says it is not seeking more capacity at the facility. An annual license covers equipment shipments to SK Hynix and Samsung plants in China.

SK Hynix says equipment installation at its Dalian site is proceeding with U.S. authorization, amid export controls that govern shipments to Chinese plants run by SK Hynix and Samsung.
The South Korean memory-chip maker says it is not seeking to increase capacity at Mod B, a building at the Dalian facility completed in 2023. The company says the equipment work is being carried out in consultation with the U.S. government and under its authorization.
The U.S. imposed restrictions on exports of advanced chips and chipmaking equipment to China in October 2022, then tightened the rules in 2023. In September 2025, the Trump administration revoked special export exemptions for certain China facilities operated by SK Hynix, Samsung and Intel.
The U.S. has since granted an annual license covering chipmaking equipment shipments to SK Hynix and Samsung plants in China.
Commerce Secretary Howard Lutnick said in July that he wanted Samsung and SK Hynix to build chip plants in the United States and was in talks with both companies.
