Crypto exchanges could be allowed to choose a single federal framework under CFTC oversight instead of navigating state-by-state regulation. Whether exchanges will find the framework attractive remains uncertain.

In an Oct. 16 CoinDesk interview, CFTC official Michael Pasalacqua said the goal was to let crypto exchanges opt into one nationally uniform federal framework overseen by the agency. He stressed that his comments represented his personal views and did not necessarily reflect those of the commission or its broader staff.

Pasalacqua said bipartisan support emerged during discussions of the Clarity Act for making the CFTC the regulator of the crypto asset industry. However, he said it remains an open question whether market participants would embrace a framework in which certain products trigger Commodity Exchange Act requirements and fall under CFTC regulation.

The proposal is undergoing a 60-day public comment period. Pasalacqua urged industry participants and other stakeholders to submit feedback, saying the process is important for building a strong record of views and refining the agency's approach.

Pasalacqua identified superintelligence as an area of the CFTC Innovation Task Force's work that has received comparatively less attention. While several policy initiatives have advanced in crypto assets, prediction markets and event contracts, the agency remains in an information-gathering phase on superintelligence.

The CFTC will hold its inaugural Frontier Forum on Oct. 28 to hear from engineers, builders, founders, innovators and executives about the use of superintelligence in derivatives markets. Pasalacqua added that the agency is also seeking public input on compute derivatives markets, market participants' areas of interest and how regulators should approach the sector.
