South Korea’s FSS Plans Probes Into Unfair Trading Tied to Crypto Issuer Foundations
The plan calls for continued upgrades to AI-based real-time monitoring and investigative capabilities, plus changes to abnormal-trading monitoring, disclosure procedures and termination criteria.

South Korea’s Financial Supervisory Service (FSS) plans to move quickly on investigations into high-risk activity, including unfair trading involving digital-asset issuing foundations, as it updates oversight and user-protection measures.
The FSS disclosed the plan Oct. 19 as part of an effort to strengthen protection for digital-asset users and maintain orderly trading. The investigative focus includes unfair trading involving issuing foundations.
The regulator will continue upgrading its AI-based real-time market monitoring and investigative capabilities. The plan also calls for improving abnormal-trading monitoring and setting termination criteria and procedures.
The FSS plans work on a Digital Asset Basic Act. The broader framework would define the scope and procedures for disclosures and introduce information-technology stability duties and sanctions comparable to those for financial institutions.
