A Sept. 10 webinar hosted by British digital-asset trade group CryptoUK, with Velocity Chief of Staff Leila Foulon on the panel, examined whether clearer stablecoin rules could help financial firms adopt the technology.

The event addressed the wider challenge of explaining emerging technologies to businesses and policymakers. For stablecoins, defined requirements could give institutions a clearer basis for deciding whether and how to use them.

Stablecoins are digital assets designed to hold a steady value, often relative to a fiat currency. Firms considering their use need to assess the rules that would apply to their operations, including requirements that may be demanding.

The U.S. has established a federal framework for payment stablecoin issuers through the GENIUS Act. An interim final rule covering state regulator certifications took effect Sept. 30, but major regulations for issuers remain pending.

The act is expected to take effect Jan. 18, 2027, unless final implementing regulations trigger an earlier 120-day timetable.
