France advanced a proposal to tax gains on crypto-to-stablecoin swaps at 31.4%, bringing the measure closer to law.

The proposal would tax gains when crypto assets are exchanged for stablecoins.

The 31.4% rate would apply to the gain, not the full value exchanged.

A qualifying swap from an asset such as Bitcoin (BTC) into a stablecoin could therefore trigger tax even if the investor does not convert the stablecoin into government-issued currency.

The proposed changes would apply to transactions starting Jan. 1, 2027, if the amendment survives Senate review and budget reconciliation.
