The U.S. Department of Health and Human Services (HHS) launched the Kidney Care National Plan Tuesday, outlining a priority to reduce barriers for new dialysis providers as shares of two leading providers traded lower.

DaVita Inc. and Fresenius Medical Care both saw their shares decline Tuesday. The plan’s launch and the stock moves occurred on the same day.

The plan sets out priorities and actions HHS will consider across kidney care. Alongside its dialysis priority, it addresses preventing kidney failure and reforming transplantation.
