Three Firms Tell SEC They Plan Tokenized Securities Venues
Their proposed networks are Canton Network, X Layer and Kronos X Public. The SEC says inclusion on its list does not show that a firm has met the exemption’s conditions.

The Securities and Exchange Commission (SEC) says three firms have notified it of plans to operate trading venues for tokenized securities, with each proposal naming a different blockchain network.
The plans concern the SEC’s innovation exemption, which provides conditional relief for eligible venues trading certain tokenized National Market System stocks. The SEC says appearing on its list does not establish that a company has met the exemption’s conditions.
TSV LLC plans to operate on Canton Network. The company is held by Obsidian Systems co-founders Ali Abrar and Ryan Trinkle. Trinkle also serves on the Canton Foundation board.
OKXICE, a joint venture between OKX and ICE Markets, plans to use X Layer, OKX’s Ethereum layer-2 network.
Kephas Corp., a U.S. subsidiary of Perpetuals.com, plans to use Kronos X Public. The network is public and permissionless, while its trading pools are permissioned.
