Robinhood has selected the Dubai International Financial Centre (DIFC) as its proposed Middle East and North Africa (MENA) headquarters and applied for a UAE license to offer trading services, making regulatory approval the next step in its regional expansion.

The company submitted an application for a Category 4 license to the Dubai Financial Services Authority (DFSA). The application remains pending. The headquarters choice identifies a proposed location for regional operations, while the separate license request concerns permission to provide trading services.

If approved, the license would allow Robinhood to serve customers in the UAE and the wider MENA region from DIFC. The planned customer reach extends beyond the UAE, with the proposed operating base in Dubai. Choosing the headquarters location does not itself authorize trading; the DFSA application remains the outstanding regulatory step.
