Musk Accuses Ukraine’s Military of Using Starlink for Offensive Drone Strikes
Ukraine’s Ministry of Defence said Starlink and Starshield connectivity was stable at movement speeds above 400 km/h, with operating speeds restored earlier Saturday.

Hours after Ukraine’s Ministry of Defence said connectivity was stable above 400 km/h on Saturday, Oct. 24, Elon Musk accused Ukraine’s military of using Starlink for offensive drone strikes in violation of its terms.
The ministry’s 5:18 a.m. ET (9:18 UTC) update said monitoring showed Starlink and Starshield connectivity was stable at movement speeds above 400 km/h. It said operating speeds had been restored after earlier restrictions.
Musk said, “That loophole was closed last week.” His post named no specific strike, Ukrainian unit or contract clause and offered no evidence for the allegation.
Starlink’s public acceptable-use policy bars remotely piloting aerial drones unless SpaceX permits it under contract and restricts military activity, subject to an exception. The public policy materials do not establish which terms governed Ukraine’s service or whether a contractual exception applied.
On Friday, Oct. 23, President Volodymyr Zelenskyy said Starlink and Starshield speed limits remained and speeds had not been restored.
