South Korean regulators fined Apple $15.5 million and Google $32 million over app-store fees and review delays, while ordering changes intended to expand developers’ access to outside payment options.

The penalties total $47.5 million. The regulator directed both companies to let developers place links to external payment options within apps and to improve their app review procedures.

The regulator cited fees that discouraged developers from using third-party payment systems and delays in app reviews as the basis for the penalties. A South Korean law passed in 2021 bars app marketplaces from blocking developers from using third-party payment systems.

The decision marks a change from earlier TokenPost coverage, which said the regulator had not decided whether to penalize Apple and Google.
