The final rule from the Office of the Comptroller of the Currency (OCC) was published in the Federal Register on Oct. 23. Its requirements take effect Jan. 18, 2027, under the agency’s implementation of parts of the GENIUS Act.
The framework applies to permitted and foreign payment stablecoin issuers under OCC oversight, as well as specified custody activities at entities it supervises. It creates 12 CFR Part 15 and amends Parts 3, 6, 8 and 19. The OCC received approximately 328 comments on its proposal.
President Donald Trump signed the GENIUS Act into law on July 18, 2025. The law’s Jan. 18, 2027, effective date and the OCC rule’s scope were detailed in earlier coverage of the OCC framework.
The rule does not cover Bank Secrecy Act, anti-money-laundering and sanctions requirements. The OCC plans to address those areas in a separate rulemaking coordinated with Treasury. The agency will announce separately when it begins accepting applications and waiver requests; final Office of Management and Budget approval for the forms’ information collection remains pending.
