France’s Senate approved a bill to join an international crypto tax-reporting framework, setting up annual exchanges of account and transaction data that are scheduled to phase in from 2027.

The first-reading vote took place Tuesday, Oct. 27. The bill would ratify France’s participation in the Organisation for Economic Co-operation and Development (OECD) Crypto-Asset Reporting Framework and covers agreements signed in Asunción, Paraguay, in November 2024. Seventy-seven jurisdictions have committed to apply the framework.

Crypto platforms would report users’ identities, tax residences and tax identification numbers, along with transaction counts, asset quantities and total values by asset. Covered activity includes crypto-to-fiat conversions, swaps between crypto assets and transfers.

The bill would let tax authorities exchange data they already collect and would not create a new tax. France’s National Assembly must still pass the measure.
