OCC Opens Revised Stablecoin Issuer Reporting Forms for Comment
The forms cover OCC-supervised permitted payment stablecoin issuers and foreign issuers registered with the agency, with weekly confidential filings and quarterly financial reports.

The Office of the Comptroller of the Currency (OCC) has opened revised reporting forms for comment, detailing weekly confidential activity filings and quarterly financial reports for issuers under its stablecoin oversight.
The forms cover permitted payment stablecoin issuers supervised by the OCC and foreign payment stablecoin issuers registered with the agency. They do not establish a reporting requirement for every stablecoin issuer. The reporting cadence is part of the OCC’s final rule implementing the Guiding and Establishing National Innovation for U.S. Stablecoins Act, or GENIUS Act, which takes effect Jan. 18, 2027. The information collection still needs Office of Management and Budget (OMB) approval, and comments are due Nov. 23.
Under PS-01, issuers would submit a daily set of operating data for each payment stablecoin once every week. Its schedules cover issuance and redemptions, reserve balances and composition, secondary-market pricing, liquidity measures and wallet concentration. Each reporting period runs from Tuesday at 12 a.m. ET through the following Monday at 11:59:59 p.m. ET. Filings are due the next Wednesday by 5 p.m. ET.
After comments on an earlier proposal, the OCC removed fields on the top 100 exchanges by trading volume and total exchange trading volume while retaining secondary-market pricing fields. Issuers with less than $1 billion in outstanding issuance, including affiliated issuers, may report Schedules D through G for only the final day of the week if they meet other compliance conditions. Schedules A through C would remain daily.
“The weekly reporting will remain confidential because its primary purpose is to inform the OCC’s supervision of permitted payment stablecoin issuers and the stablecoin market,” the OCC said. Quarterly Form PS-02 would cover income, assets and liabilities, off-balance-sheet activity and capital. The OCC expects those reports to be public but may approve confidentiality requests when circumstances warrant.
The OCC’s earlier reporting schedule identified Jan. 25, 2027, as the first weekly report date; the revised forms also set the filing deadline for Jan. 27 by 5 p.m. ET. Issuers’ inaugural PS-02 filing will cover activity through March 31, 2027, and must be submitted by April 30. Both schedules depend on OMB approval.
