Ekaterina Andreeva, first deputy chair of the National Association of Securities Market Participants (NAUFOR), says Russia's proposed crypto test would be recognized across regulated platforms, creating a shared requirement for investors.

Andreeva said NAUFOR submitted a draft testing standard to the Bank of Russia's basic standards committee. She said brokerages expect to start offering the exam as early as late November. A passing score would be accepted across regulated platforms, allowing it to carry from one venue to another.

Nonqualified investors who pass would be allowed to trade only crypto assets on a whitelist of highly liquid assets. The broader framework began taking effect in September and routes most crypto transactions by Russian residents through authorized intermediaries, including licensed brokers and registered exchanges, under Russia's phased crypto rules.
