The Wikimedia Foundation called for case-specific reviews of AI fair use in a 2023 response to the U.S. Copyright Office, saying the analysis should consider both how AI tools are trained and how they are used.

The foundation said it generally supports AI development using Wikipedia content. It encouraged reusers to consider providing attribution and releasing models under free and open licenses, even if courts find those steps are not legally required.

On July 17, 2026, Wikimedia Foundation Associate General Counsel Jacob Rogers wrote that the foundation was reviewing its licenses and legal policies as people increasingly turn to AI for information. Rogers asked how free knowledge could be sustainable when people receive information without seeing or knowing its source.
