Italy's 2027 budget draft would tax unrealized investment gains for certain residents who move their tax residence abroad, potentially reaching crypto assets they have not sold.

The proposal would cover people who were Italian tax residents for at least six of the previous 10 tax years. Their covered assets and rights would need to have a combined value of at least €800,000. Crypto may be included, though the measure is not specifically aimed at digital assets.

The proposed tax would be triggered when the transfer of tax residence takes effect. Its calculation would use asset values from the end of the tax period before the transfer, so a sale would not be required for the gains to be considered. The draft has not received final parliamentary approval.
