Putin Orders Private Russian Data Centers to Reserve 10% of Capacity
A government commission can activate the reserve, with operators required to provide access within 24 hours of a decision.

Russian President Vladimir Putin signed a decree Monday, Nov. 2, requiring private data center operators to reserve 10% of their capacity for a pool that can support the country’s national IT infrastructure when needed.
The decree directs Russia’s Digital Development Ministry to inventory available capacity and site area at privately operated data centers nationwide. A government commission will decide when to activate the reserve.
Operators must provide access within 24 hours after the commission’s decision. The decree also permits temporary use of data centers outside Russia with approval from the Federal Security Service (FSB).
