Republican Andy Barr won Kentucky’s U.S. Senate race, giving crypto supporters a potential ally in the chamber as lawmakers debate rules for digital assets and stablecoins.

Barr defeated Democrat Charles Booker and received 55% of the vote. He is set to replace Mitch McConnell, who is leaving the Senate after representing Kentucky for more than four decades.

Barr’s record includes House votes in favor of the Digital Asset Market Clarity Act, or CLARITY Act, and the GENIUS Act. Both bills passed the House on July 17, 2025. The CLARITY Act seeks to define a regulatory framework for digital assets and divide oversight responsibilities among federal regulators. The GENIUS Act establishes a federal framework for payment stablecoins.

Barr’s Senate seat will put him in future congressional debates over digital asset market structure, stablecoin rules and broader U.S. crypto regulation. His election adds a lawmaker with a record of backing crypto-related legislation, but does not ensure that future bills will pass.
